Verifying procurement standards and minimising risk are the two main goals of testing. The purpose of testing is to confirm that the product (or system) complies with the functional, performance, design, and implementation requirements outlined in the procurement specifications. Testing is first about confirming that what was described is what was delivered. Second, risk management for the acquiring agency and the vendor/developer/integrator of the system is what testing is all about.
